Why are public albums in iPhoto unable to have people join/ sign up for them.

Why are public albums in iPhoto unable to have people join/ sign up for them?

The owner can manually invite them but why isn't there an option for users to add it themselves so that they can stream these albums on their personal devices without the owner having to do all of the extra work?
